FY 2024 Round 1 Application Cycle
The FY 2024 Round 1 application cycle for the Historic Preservation Tax Credit Program will go live via Submittable at 8:00 a.m. on Monday, July 10, 2023, and will end at 5:00 p.m. on Thursday, August 10, 2023.
Historic Tax Credit Program Improvements and Survey - 2023
The Department of Economic Development (DED) and Department of Natural Resources (DNR) are requesting public feedback on their proposed changes to the Historic Tax Credit (HTC) Program.
The Public Input Survey is open now, and you may provide input until 5:00 p.m. on March 17, 2023. Feedback will assist DED and DNR in finalizing changes to the program to reduce application cycle times and increase customer satisfaction.

Once the $90M state-wide cap is exhausted allocations for the $30M Qualified Census Tract (QCT) cap will commence.
- A Tier 1 preliminary application that has been received by the department, but has not been approved due to an exhaustion of the program cap, will be placed in line for review until there is sufficient program cap space due to a rescission of authorized tax credits for such state fiscal year in which the program cap has been exhausted or until the next state fiscal year with sufficient program cap space.
- Tier 2 and Tier 3 preliminary applications that have been received by the department, but have not been approved due to an exhaustion of the program cap, will not be further considered.

Applicants must submit a preliminary application and accompanying materials to DED prior to starting a rehabilitation project.
- The amount of tax credits requested for the project determines what must be submitted to DED for the preliminary approval process, in addition to the availability of tax credits and the submission timelines.
- After determining the amount of tax credits that will be requested (25% of anticipated total qualified rehabilitation expenditures) please use the applicable list below for the documents that must be submitted to DED.
- For projects applying for both State and Federal historic tax credits, the State Historic Preservation Office (SHPO) advises that two complete copies of the federal application be submitted as soon as possible directly to the SHPO. Submitting the federal application as early as possible provides opportunity for the SHPO to verify that a property is a certified historic structure and begin review of the scope of work while DED completes scoring for a round.

Under certain circumstances, revisions to the project are necessary prior to starting the work, during the rehabilitation, or even after completion of the rehabilitation. Various factors can affect the eligibility of the project; therefore, an amendment request must be submitted to DED as soon as a revision is necessary (see program guidelines for more details).

Proof of Financial Commitment
- An applicant receiving preliminary approval on or after July 1, 2019, must submit evidence demonstrating the capacity to finance the expenses for rehabilitation within 60 days following the date of the preliminary approval letter. Proof can be in the form of a letter of commitment or a line of credit.
- Notes:
- This can be submitted as part of the preliminary application (regardless of project size).
- This is part of the scorecard section for projects requesting $275K or more in tax credits.
Incurrence of Expenses
- An applicant receiving preliminary approval from DED on or after August 28, 2018, must begin physical work on its project and incur no less than 10% of the estimated costs of rehabilitation within nine months of the date of the preliminary approval letter.
Developer Fee Agreement
- The developer fee agreement, in the form prescribed by DED, must be submitted to DED at the initial application, if executed and notarized at or prior to that date, but no later than the last to occur of:
- (1) initial closing on construction financing or
- (2) initial closing on federal historic credit equity, if applicable.
- If no developer fee agreement has been submitted for review by the last to occur of these dates, no developer fee will be deemed eligible as a QRE

Final Application Process Improvements
The Final Application process has been streamlined with the help of external CPAs who review HTC projects. Applicants must submit a final application and accompanying materials to DED after completing a rehabilitation project in order to receive tax credits.
- Applicants must submit a Cost Certification Form (Excel) and accompanying materials to DED in order to verify the eligibility of the project costs. It is highly recommended to use the Cost Certification Form (Excel) template above to submit cost information. Using the new template has the following benefits:
- No need to send in payment documentation (copies of bank statements, cancelled checks, invoices, receipts to DED. *DED reserves the right to request documentation for any expense.
- Allows DED to review the cost information more efficiently which will help to get your credits out much faster.
- All projects regardless of size require an Independent Accountants' Report to be completed by a CPA licensed in the state of Missouri.
How to Submit the Form?
- If you submitted your Preliminary Application using Submittable, you should have received the Final Application form within the submission. The very last field on this form will be used to send the CPA a copy of the Cost Certification form via Submittable.

- Eligible for Excess Credits?

If the amount of eligible rehabilitation costs and expenses incurred by an applicant would result in the issuance of an amount of tax credits in excess of the preliminary approval amount, such taxpayer may apply to DED for issuance of tax credits in an amount equal to such excess using the Excess Tax Credit Request Form.
The amount of tax credits requested under the preliminary application determines the availability of tax credits and the submission timelines (see program guidelines for more details).

Pursuant to Executive Order 20-04 (EO 20-04) issued by Governor Parson, the Department of Economic Development (DED) has received a waiver granting it permission in the interest of public health and safety to temporarily suspend certain statutory requirements relating to the Historic Preservation Tax Credit during the COVID-19 emergency and subsequent recovery period.
In particular, the following deadlines from subsections of § 253.559 RSMo, have been temporarily suspended:
§ 253.559.7 RSMo - Applicants that receive preliminary approval from DED on or after July 1, 2019 shall submit evidence demonstrating the capacity to finance the expenses for rehabilitation within sixty (60) days following the date of preliminary approval letter. § 253.559.8 RSMo - Applicants that receive preliminary approval from DED shall begin physical work on their project and incur no less than ten percent (10%) of the estimated costs of rehabilitation within nine months [or two years, for projects authorized prior to August 28, 2018] of the date of DED’s issuance of the preliminary approval letter.
Under the temporary suspension, DED will suspend its determinations in the quoted statutory provisions for a period equal to the duration of the effective period of EO 20-04, including any extensions, in addition to three months. With the current extension that is in place as a result of Executive Order 21-09 signed August 27, 2021, this would result in an extension of 743 days including the three months, for impacted determinations.Please use the 60 Day – 10% Calculator to determine the applicable due dates for your project.
To calculate these dates:
- Use the dropdown selector in cell A2 to select when the Preliminary Application was received by DED.
- Enter the date of the DED approval letter in Cell B2. This will auto populate a “New” due date for the 60 day financing requirement in cell D2 and one for the 10% incurrence requirement in cell F2.
